Teva's typical response has been to settle civil claims without admitting liability, to contest allegations it considers unfounded, and to present conduct it has admitted as isolated. On the criminal price-fixing charges, Teva said the conduct was carried out by a single former employee between 2013 and 2015. On Copaxone, it maintained that donations helped patients. On opioids, it said the settlement was in its best interest to put the cases behind it.

Teva has also committed to compliance controls and monitoring under the deferred prosecution agreement. Critics point out that the civil state case, which alleges much broader collusion involving senior executives, remains unresolved for Teva, and that the company's settlements have been structured around its ability to pay.
